How is Prosperidad Funded?Centro de Prosperidad is funded by Community Service Fees generated by Hillsboro’s Enterprise Zone, largely focused on improving the economic status of Enterprise Zone residents, and Hillsboro residents in general. While a variety of high quality employment services are available to the area’s residents, many low-income residents of Hillsboro’s Enterprise Zone are not prepared to take advantage of these services due to language challenges, misapprehension of existing services, lack of child care, transportation or similar services, or other challenges.
The State-chartered program provides temporary property tax exemption on new investment by industrial businesses. City of Hillsboro administers the program covering three areas in Hillsboro, the South Industrial Area, the Central Business District, and the North Industrial Area. Areas qualify based on a variety of factors, including poverty and unemployment in adjacent neighborhoods. Is Prosperidad Funded by Taxpayer Dollars?Centro de Prosperidad is not funded by taxpayer dollars. The Community Service Fees generated by Hillsboro’s Enterprise Zone program generates non-taxpayer dollars with which the City of Hillsboro reinvests in workforce programs for the local community.
